WHAT WE
DEMAND
We call upon the Ukrainian state:
01
Designate civilians unlawfully deprived of their liberty by Russia prior to February 24, 2022, as a separately tracked group.
04
Identify the responsible government contact.
07
Ensure confidential information is provided to families.
02
Use the duration of unlawful detention as one of the priority humanitarian criteria, alongside health status, age, gender, and other risks.
05
Regularly review the case studies from this group.
03
Provide a verified, secure list.
06
Take it into account when formulating proposals and seeking mechanisms for recovery.
When determining humanitarian priorities, factors such as health status, age, gender, and other vulnerabilities are naturally taken into account.
However, there is another factor: time.
Years of unlawful detention mean years of:
-
isolation from family;
-
uncertainty;
-
torture and ill-treatment;
-
deterioration of physical and mental health;
-
restricted access to medical care;
-
loss of contact with the outside world.
With each passing year, these risks compound.
For this reason, the duration of unlawful detention must be a priority humanitarian criterion when working toward the return of civilians.
The criterion of duration should be applied alongside health status, age, gender, and other factors of vulnerability.
Appeal
TO THE PRESIDENT OF UKRAINE
We call upon the President of Ukraine to support the need to systematically take into account the duration of the unlawful detention of civilians when determining priorities for their return to Ukraine.
To International Partners
